Really annoying driver problem

I'm installing an AMD R9 280 into a Windows 7 32bit PC. I download drivers, hit install and they extract to C:\AMD like normal. Setup then runs, I hit agree and continue. I then get buttons saying express install or custom install... Neither of them work! I hover my mouse over them and they turn orange but clicking on both of them does nothing!

Obviously this means I can't install drivers / CCC /HDMI audio drivers neatly (I'd like to avoid doing a manual Device Manager style install) so any help would be appreciated!
 
Make sure you have the latest .net framework installed and updated - I'm not 100% sure but I think the AMD software still needs that to function properly.

EDIT: Requirements also say it needs SP1 to be installed.

I'll manually download it but from memory it includes net framework 4.5 as one of the install options. I've got sp1 already so it isn't that! I might try getting an older driver too.
