really new to modding pc's

dont flame me pls if i ask really stupid questions,

why go water cooling if you need to strap 2 decent fans on the back of your case? i know that the heat dissepated by the fans over the grills makes it possible for a very good over clock. but isnt it a noisy as normal rigs?

i have no idea re vault mods are they easy or would i need my brother inlaw electrician to get involved . please make me feel confident that watercooling is the way to go pls.

thanks chaps does this mean i will need to buy a speed regulator with my water cooling set up do they come as standard thses days?
