Really odd CPU behaviour. (E5300)

Hi,

As usual my computer has something wrong. I have a E5300 which is at stock speeds whilst I am troubleshooting. For some odd reason my board seems to take the cpu down to 6 multiplier in the bios automatically, unless I disable thermal throttling.

However the CPU temps under load are under 45c and well within spec.

My SuperPI 1M time is also much to high, 45 seconds. Oddly this does not change when I disable thermal throttling and up the CPU from 1.2ghz to 2.6 for some reason. The score is the same even though the clockspeed over doubles.

Do you think this is fixable or are the CPU/Mobo buggered?
 
I did think it would be that, but the problem is the BIOS sets the multiplier to 6 no matter what the load is. And when I stop this happening by disabling thermal throttle the performance stays at the level as it was running 1.4Ghz slower.
