Really odd issue with DVD playback...

Afternoon! I'm not sure what's the best place for this, I guess it's a windows thing so I'll try here first.

Anyway, I'm really hoping someone might be able to help with this, I've just finished building a HTPC and all seems well. Except for an odd issue, DVD playback seems to be suffering from motion blur. I can only compare the effect to the sort of blur you'd see on old LCD screens when something moved fast. However I'm playing back on a CRT (a TV in my living room). I've tried using mediaportal and VLC to play back DVDs but get the motion blur either way.

Even more strangely the problem doesn't appear when I play other types of video (e.g. TV via the TV card, fxvids, or even content from the BBC iPlayer). I'm connected to the TV via s-video provided by an ATI 2400.

What's going on?
 
Yes, I've tried playing DVDs with mediaportal's built in player (using several different codecs), with Intervideo and with VLC. All suffer with the same blurring. I just don't get it - my best bet is that the graphics card does some sort of image processing on MPEG2 streams but not on other formats. Is that plausible?
