finally got round to replacing the duff rear fog bulb on my banger (92 volvo 440, mmmmm sexy) in preparation for forthcoming government hoop-jumping

only to find that the bulb holder itself is chuffed, one of the terminals being broken off.

before cracking out the soldering iron, or going parts shopping, i checked the regs on fogs. it seems you only need one, and that it must be on the offside (my duff one is nearside).

however, regs state that any fitted lamp must be functional.

if i were to tape over said errant light, how would i stand?

Surley they would be able to see the tape? and if it was clear and the light was working it would distort the light from the regulation brightness?

Not sure there, its a tough one to call. From the outside of the car, the Saxo had what appeared to be two foglights (symetrical clusters), but they only came fitted with one bulb. You could fit another bulb in the holder that was there, but needed to do some rewiring to get it to work.
