Rebooting a remote computer

Just wondering if anyone knows of a good program or useful little tool that I could use to remotely connect to/reboot a computer that could theoretically be anywhere with a 3G connection. I do not have the option of opening any ports and so I can't use something like VNC. I did think of LogMeIn Free, but that doesn't have file transfer.
 
Look at EchoServer - uses it's own server and a custom version of VNC (or your own, with theirs doing the piping)

Connects to an "echoserver" via outgoing connections, so no need to open any ports, and for what you need the demo server (5-10mins before disconnecting each time) should be more than sufficient
