Rebuild problem

Just rebuilt the wife's computer due to a problem with the PSU. Inside the case now is a Corsair HX850W psu (Overkill i know). IP35 Pro mobo,Q6600, GF8800gtx, 1 sata hdd and a sata dvd drive all enclosed in a Antec 900 case.

The problem is with Windows XP sp3. On shutting down it reboots back to windows i have removed all case headers and used the onboard buttons with the same result. Is there anything in the BIOS i should be looking at?. Thanks
 
Thanks Surveyor for the reply. But windows did not stop unexpectedly it preforms a full shutdown as requested but 5 sec's later it restarts. Tomorrow i will rebuild it outside the case to ensure it's not shorting on anything.
 
Under System Failure, view the Automatically restart check box. If the Automatically restart check box is selected, Windows automatically restarts if the computer stops unexpectedly.

My check box is not selected :(
 
Other things to try:

Make sure "wake up on LAN" is disabled in the BIOS.

Open the Device Manager and locate your system’s network card. Right click on the card and select the Properties command from the resulting shortcut menu. When you do, you will see the network card's properties sheet. Now select the Power Management tab and verify that the Allow This Device To Bring The Computer Out Of Standby option is deselected.

Rebuilt outside the case with the new Corsair HX850W psu same problem reboots 5 secs after shutdown.

Tested with a £30 600w psu and yes it shuts off and stays off!!

I just hate trying to fix a pc when the new part is duff.
