Dealing with a friend who's sending me a parcel from Norway, he hasn't sent anything before to the UK and isn't sure on any taxes or import duty? Being outside the EU, he doesn't want a hefty charge. The value is £680.

What's the procedure here?

The sender will have to provide something called a proforma invoice if it is for example a gift not for resale.

If this is provided there should be no taxes and duties really. Although given the value, customs may dispute this.

If it is a for sale item (ie something you have bought) the sender will have to provide a commercial invoice for customs in which there will be taxes and duties to pay albeit at a discounted rate due to Norway being part of EFTA.

The sender may have to provide an EUR1 form to get this discount though.

Norway is inside EFTA so there shouldn't be any problems there.
you still have to declare what it is and the value when you post something inside the EFTA.
So I'm guessing fees/taxes or whatever can still be added on at the receiving end

I sent some things from the UK > Suisse and Suisse> uk for birthdays
