recomended fan controller?

Guys

Im looking for a fan controller with some specific requirements, got any recomendations... (fans are all 3pin)

1 need to be able to get down to at least 5v

2 need to be able to split the controller conection so i can connect the fan to the mb header to monitor the fan speed at the same time as it being connected to the fan controller (If not sold with the controller can these cables be bought seperately?)

I have 5 3-pin fans in total (3 2000rpm & 2 1000rpm)

ugGuru/fanEq only takes them down to 8v doesnt it?

my old aopen silenttek board (skt 478) used to be able to automaticly spin fans down completely when they werent needed (below a certain temp), are there any hardware controllers that can do this automatically

the min for uguru is 6v, i have a couple of 2000rpm fans that i cant get below 1250rpm, thats why im looking for a fan controller that can get them down to 5v or lower
