Recommend a CPU Heatsink?

Looking for a cool but quiet solution to replace my standard heatsink for a i7-3770K processor. The emphasis is on quiet and I'm not overclocking at the moment. Any suggestions? The Scythe Ninja Plus B seems a good choice so far.

Budget and cpu clearance would be nice.

Most all of the top coolers are quiet if you don't overclock and control the fan speed

Edit: Air coolers.. CLC are normally not as quiet
