Recommend me a cooling system

Anyone out there that can help with a cooling problem ? I have a 3 year old SFF PC ( IDEQ 210P ) fitted with a AMD 3700+ CPU ADA3700AEP5AR on a socket 754 SFF Motherboard K8NBP GRAND with a manufacturers heatsink and fan. The CPU is not over clocked and it’s standard manufacturers spec.
The problem is that in recent months the PC has been prone to freezing , and after hours of fault diagnosing , I’ve established that when the CPU is put under load ( a game or virus checker for instance ) then the Heat Sink becomes extremely hot to touch and hence the PC just locks up.
The PC comes with software which is supposed to increase fan speed as the load increases , and to an extent it does ,however it doesn’t seem to react fast enough hence the problem.
I downloaded speedfan of the Net and manually set the fans ( Case , CPU ) to 100% and BINGO! no more problems , however the noise is excessive . Ideally I want a more efficient and quieter cooling system . Can anyone advise one which will install onto my existing MB and using the existing spring and clip retaining arm ? I’ve got a few photo’s which shows the MB and current fan and heatsink , but haven't worked out yet how to upload them on here . LOL

Been there done that !!
Thanks for the advice , already tried all what you suggested but to no avail , I may have a problem with the thermistor in the CPU but as its a rare beast to replace it would be over £100 , so a better cooler seems to be the cheapest option.

Had a quick look , and not too worried about the cost , but they seem incompatible with the motherboard , the existing cooler has a flat plate of say 30mm x60mm and is clamped down using an arm on the MB , is it poss to send you a few pics ? you will see exactly what I mean then
