:) Consider anything really, but preferably nothing too silly/arcadey...

The best driving I recall were the old Toca games...
 
Well if you have a good PC then you can run what you want.

For me I prefer ISI/Simbin games rFactor,GTL,GTR2, and RACE07.

LFS is Very popular but it's really for online racing.

I would try the demos first and see which gives you the best feel.

I don't have any rally games so I carn't comment.

I don't really like any of the Codemasters recent games the demos were off putting.
 
could try Test Drive Unlimited. It has it's faults but it looks and feels quite good.

DiRT might struggle a wee bit, would probably have to keep the settings quite low. Richard Burns Rally is awesome but insanely difficult - though should be easier with a wheel.

Discounting the NFS series and Sega Rally as too arcadey? there aren't that many middle of the road type driving games around. If you've not tried ToCA 3 (you mentioned the early ToCA games only) then that's pretty good and it's easy to fix up an online match.
 
I don't have the link for it but don't forget Grand Prix Legend, there is a version that is freely available as a standalone game that you can add tracks to and has been updated with better graphics.

not bad, but it's not the prettiest driving game in the world is it? Are there any mods to make it a little more photographic?

edit. I've downloaded the SLN track textures mod and set the AA and AF in the nvidia control panel and it looks better though still a bit flat. I'm guessing it's just an old engine that isn't capable of fancy lighting or anything?

This what surprises me about the pc gaming scene there really isn't a racing game that's a must have addicted to, play every night because it's so good type of game at the moment.

My favorites seem to be Flatout 2 & Nfs Most Wanted and erm erm nothing else really grabs me...
