Recommendations: batch photo resize tool

Does anyone have a recommendation for batch photo resizing?

I've previously been running Windows XP, which had a "power toy" for image resizing, but there seems to be no Win 8.1 equivalent.

Something free and, hopefully, simple to use :)

If you have lightroom, you can batch resize photos through that using the publishing service. If you choose to publish to your harddrive instead, you can specificy what size you want the photos to be either by physical file size or resolution and just dump the ones you want into that and click a single button and wait for the results.
 
Another vote for irfanview, free, easy enough to use and had plenty of options for resizing.

I have it on win 8.1 so it must be there somewhere! I maybe even used the win 7 one
 
Faststone Image Resizer. Barring Lightroom (for certain things) or a batch Photoshop job, it's the best resizer out there by miles.

Faststone Image Viewer is the best photo/picture viewer I've come across too. I'm really not sure why Irfanview gets more credit.

I always sing its praises when somebody asks this question but I cant fault Faststone at all, I do all my resizing and watermarking with it.
