Currently speccing a new build for the father in law to replace his ageing Dell. I think I have the majority of the components sorted.

Core components are

Intel Core i5-2500K 3.30GHz (Sandybridge) Socket LGA1155 Processor - Retail - £179.99
Samsung SpinPoint F3 500GB SATA-II 16MB Cache - OEM (HD502HJ) - £86.99
Asus P8Z68-V LX Intel Z68 (Socket 1155) DDR3 Motherboard - £71.98
Corsair XMS3 8GB (2x4GB) DDR3 PC3-12800C9 1600MHz Dual Channel Kit (CMX8GX3M2A1600C9) - £49.99
Antec TruePower New Modular 550W '80 Plus Bronze' Power Supply - £59.99

The bits I am missing are the GPU and case.

He wants to get into HD video editing but isn't interested in games so something modest and should suffice but must be quiet. Also looking for a smallish discrete case.

Any recommendations would be appreciated.

Have a look at the Fractal Design Define series for the case. Has that sleek, understated finish that he may like. It's pretty quiet too!

before you do that, take a look at the cases section. i'd be willing to bet a considerable amount of money that there was a complaint thread about a fractal case within the first few pages

heres my recommendation, with a couple of tweaks to make room in the budget for a gelid tranquillo:
YOUR BASKET
1 x Intel Core i5-2500K 3.30GHz (Sandybridge) Socket LGA1155 Processor - Retail £179.99
1 x Samsung SpinPoint F3 500GB SATA-II 16MB Cache - OEM (HD502HJ) £86.99

1 x Cooler Master Silencio RC-550 Silent Tower Case - Black £69.98
1 x Kingston HyperX Genesis Grey 8GB (2x4GB) DDR3 PC3-12800C9 1600MHz Dual Channel Kit (KHX1600C9D3X2K2/8GX) £39.98
1 x Corsair Builder Series CX 430W V2 '80 Plus' Power Supply (CMPSU-430CXUKV2) £37.99
1 x OcUK GeForce 9800 GT OC 512MB GDDR3 PCI-Express Graphics Card - OEM £35.99
1 x Gelid Tranquillo CPU Cooler (Socket 754/939/940/AM2/AM2+/AM3/LGA775/LGA1155/LGA1156/LGA1366) £25.99
Total : £563.89 (includes shipping : £12.50).

case has a similar style to the fractal range and comes with noise insulating foam like the fractals, but its been made by a company that has a quality control department.

i know the processor cooler i chose is very quiet, and by the looks of things the graphics card is as well: http://www.guru3d.com/article/galaxy-geforce-9800-gt-1024mb-review/4

the graphics card can cope if he decides he wants to do something more than surfing the internet and browsing videos. you might want to take a look at using it for video editing and encoding too, because using the graphics card to do this can speed things up massively

another 56 posts and you'll be able to get free shipping, so head over to general discussion or whatever and get posting and you'll save yourself £15 :)

have a look at the BitFenix Shinobi Gaming Case, don't be put off by the "gaming" in the name, looks very nice and discrete.
