My lad (8 years old) had been using my surface Pro 4. It's died and out of warranty.

I have a screen keyboard and mouse.

Is there a cool mini pc I can get that will allow him to surf, and play roblox?

We don't need a laptop, and he is too young to have his own, unless it's a handmedown...
 
What's the budget?

I've suggested it to a few people this last week, but Asus' new PN50 seems like it would also do the trick for your lad too. It's a barebone kit so you need to add RAM and an NVMe drive. It has AMD's Renoir 4000 APU with Vega 7 graphics. A quick look online shows the requirements for Roblox are very minimal.

OcUK don't stock it so would have to look online for it. Price starts at £275 for base model I think. Then if you add in something like this 8GB RAM and 256GB NVMe drive that would come to £367...

Alternatively, if you need cheaper then look for something used with integrated graphics or a cheap dedicated GPU. Run a comparison online to see if it meets the system requirements.
