Recording, on-screen display

Hey guys.

Is there a program that can record, whats on my screen, just as i see it?

Not FRAPS etc, i want to be able to record out-of-game, if it's possible.

Also, is there a good movie editing software were i can crop a section of the movie, i.e. a certain window or part of a window?
