My Uncle has a hdd that is about to fail. Ive backed up the data etc but I think im going to need the recovery partition to set Vista backup on his new drive which should arrive in the next few days. Is it possible to copy the recovery partiton to a USB make the USB bootable and then use the recovery partition that way?

you could use acronis to grab the recovery partition and boot block , then load it onto the new disc
stick the disc in the machine and try recovering from that

Backup the recovery partition with your weapon of choice (Macrium Reflect, Acronis etc etc) and restore it to the new HDD using the bootable media you can make with chosen tool. Boot from the new HDD as you would have the original HDD and run recovery.

Or attempt to do what should have been done the day it was setup, burn the recovery media to discs.
