If a GPU temp and hotspot temp has a difference of 33c would this be considered faulty or normal

Full load the GPU temp is 60c and hotspot is 93c

Not to keen on repasting as it's still under warranty
 
It's not ideal but I don't think you can class it as faulty, after all the hotspot temperate is still at a sensible level. I'm not sure if it would make any difference but you could try slightly loosening/tightening the four screws around the GPU on the back side of the card. Prehaps the heatsink is slightly ajar. Realistically as long as the card is running fine I wouldn't worry about it too much.

thanks ive undervolted to around 1120mv its as low as i can get it without crashing i know they only throttle down when it reaches 110c so plenty of headroom

any advantages of changing cases would you reckon im looking at the nzxt h6 with 2 140mm fans fitted at the bottom
 
Highly doubt it will be any advantage in changing cases as your GPU temp itself is very good. To me it would seem more like either an imperfect paste application or the cold plate of the heatsink not being perfectly flat on the GPU.

The extra airflow may make more of a difference if you are planning on changing the GPU in the future though.
