Redefine "quiet gaming laptop"

There's no such thing as a gaming laptop that makes no noise but what if we define a "quiet gaming laptop" as one which will:-

a) Run the games you want to play
b) at a frame rate that's playable
c) at 1080p (good enough for me)
d) with a noise level less than 40db
e) without getting excessively hot

Very few reviewers (only one that I've seen) test frame rates in what is the 'quiet' or 'silent' mode.
What affects the above criteria in 'silent' mode?
Would you still get the best performance in silent mode from the most powerful machines or would the less power hungry versions work better with lower power CPU's and GPU's.

For reference the games I like to play are Pathfinder-WOTR, Grim Dawn, Division 2, Divinity. I'm happy with 1080p and only need frame rates to be just ok.
Just wondering what are the things I should be considering while I look for a new laptop.
