Reenforcing a retaining wall

I have two parts to my garden, upper and lower. The lower part is mostly not used (Poor design).

The retaining wall is a wooden structure and I am looking to extend the top garden. I have concerns over the wooden structure and thought I would build a gabion staggered wall in front of it.

I was considering digging a trench and then cementing the foundation. Then using a 1m x 1m x 2m gabion wall that is staggered back with another on top.

Height is 1.6m from bottom to top garden.

Looking to get feedback.

Here you go, the support only goes up about a metre from the ground.

There is a wooden fence in there somewhere. I've been cutting back the over grown plants today

Gabion design means steel baskets filled with rock, yes? If so I would say that a concrete foundation would be essential to avoid sinking and/or washing away of substrate through heavy rain.
