Refresh rate randomly changing

Hi all,

Ever since I got my new PC with a 2080Ti, I’ve noticed at times the refresh rate will randomly change. For example, whilst hooked up to my 144 hz monitor with g sync enabled, it’ll be smooth for most of the time. However, in certain applications, it’ll be as if it suddenly shifts to 24 hz.
Some software when this happens is when using Handbrake, CCleaner and, bizarrely, when saving a game in Crusader Kings 3.
I’ve also noticed some unstable refresh rates when connecting up to my LG OLED.

I’ve re installed the drivers and even re installled windows but have encountered the same thing.
It’s not really an issue, but more a curiousity and wondered if anyone had any ideas? G sync is enabled for full screen and for windowed.

That's probably a G-Sync issue, because it sounds like what bothered me for years before I figured it out. If you set up a profile in the Nvidia control panel for the specific application(s) causing that behaviour and set it to use a fixed refresh (there's an option there somewhere), it'll stop happening. Windows Firewall Control is another program that causes it to happen.
