Refresh rate > resolution?

Currently using a 60hz 1920x1080 monitor & thinking its time for an upgrade. Finding there's too much choice around with IPS panels & GSync etc.

Could someone please explain what is a waste of time & what's not?

I sit quite close to my monitor so generally thinking refresh > resolution (144hz/1080) as it's smoother & lower res saves on performance vs 4K.

Does anyone have any recommendations with regards to what's on the market right now? I don't need any unnecessary extras like speakers or fancy stands, just the raw functions like quality screen & response rate etc
 
I want to remain on 1080 so I don't have to buy 7 titans to run future games, & also the fastest refresh rate currently on offer so I have the smoothest experience. This way it keeps the price down too which is a bonus.

I'm also thinking 21.5 inch or 23 inch because 1080 stretched over a 27 inch monitor won't look as good
