"Refresh the line"?

Does anyone know what this phrase actually refers to?

Over the last 24 hours I've been having some problems with my internet connection (BT, HomeHub 5). I'd be online for a minute or two and then the connection would die, the HomeHub would start flashing orange and it'd be five minutes before I could get back online. This has been happening continuously for the past 24 hours.

I spoke to BT customer services and they fixed the issue by "refreshing the line". At the time I didn't think to ask them what that actually meant or why it was necessary. Does anyone know?
 
Sounds like helpdesk monkey scripted language for "Pushed button computer told me to, no idea why".
 
He could be referring to the hops generated by you're ISP. Your ISP will drop the assigned dynamic IP address assigned to you and renew it, thus using the term, "refreshing the line".
