refund on windows?

Dell Ubuntu laptops are the basic models, wanted something with a bit more grunt and storage. They only offer the really bottom of the range models (Celeron with 512MB, 80GB HD etc)
 
MS probably won't help you, but if you talk to Dell , kick up a fuss and say that you don't agree to the terms of the EULA and want to revoke the licence under the terms offered by MS.

Contact Microsoft about it then, their UK contact details are on their website.

Edit: I'm pretty sure you get a lot more than £20 back as well.

Nah - Your getting the refund from the MS reseller and not directly from MS as MS do not sell direct in the UK.
Dell are not going to pay one price for an item and then refund you more when you say you don't want it - that is the first part of commercial suicide.

MS can't refund you as the item wasn't purchased directly from them.
Dell can, but only "their value" of the item.

Oh and as to buying laptops without an OS.
When we buy Precision laptops from Dell we do so without any OS.
Mainly because we have an OVS license so we install the OS under that, but Dell are happy to supply us without OS.
