Refurbed PS2 Problem

Got my refurbed PS2 today using that Continious Play thing Sony are running, and while everythings works perfectly (games, the config screen etc), theres something wrong with the Browser part. For some reason, when i enter it, it does the usual fade in thing, goes black briefly and fades in again, and this keeps repeating. Has anyone ever heard of this ?

Might be a silly question but you have got your memory card(s) inserted correctly?

Yeah i thought it might be a memory card thing, so i tried it with them both out, no change .
