Registered keeper/insurance policyholder

Can the person who earns NCB on the insurance of a car be someone other than the registered keeper (i.e. can the insurance policyholder be someone other than the RK)?

But do other insurance companies accept this as proper no claims? Or does it only apply when the named driver is applying to the same insurance company that issued it?

Most of the time it's for the same company for the first year, then transferable after it's been used in your own name for a year.
 
my mum was a named driver on my dad's policy for about 15 years, before that she was on one of her parents'. so she never had her own policy to get her own NCB.

this year she decided to get her own policy in her name, and she had no problem, companies gave her a full NCB.

she uses a broker, idk if that made it easier for her.
