I've just registered one for myself from netim.eu.

Very good prices, but you have to physically sign a contract, which is in italian (translation sent separately).

I had a little trouble with dns entries, but I think that's more to do with my undertndig of them than anything else. Domain is live and working now, so very pleased.

is there any rules for .it names? e.g. it has to be for an Italian website etc?

Anyone with an address in the EU can register. I had to give my VAT number, but if you are registering as an individual, I think you can give your NI number instead.
