Remote Browser/Desktop App - Suggestions?

I'm looking for (but currently struggling to find) an app that is essentially a browser on the iPhone but all content etc is parsed from a remote server.

So rather than remote desktop to my PC at home and try to navigate the browser I would like to just open a browser and know that all of what I'm viewing etc is held,stored,bookmarked etc on PC rather than phone.

Any suggestions? Or as an alternative any suggestions for an RDP app that scales up browsers well enough for navigation. It's a pain having to use the scroll bars all the time to view a site.

Thinking out loud.. If I were to setup a VPN between my phone and home PC would that ensure all mobile browsed content was encrypted?

I'm a bit paranoid about using hot spots.
