Remote software recommendation?

Hello everyone, hoping someone may have the information and give a hand with a scenario here.

I have an elderly family member who is in a nursing home after suffering a stroke here in the UK. Bed bound. Left side weakness, partial depression. Non English language capable. We (the family) would like to be able to get a tablet and be able to be his hands and get content running on it (the tablet) for him (News, Videos, etc), remotely. So we can also activate Video calling to keep them company.

Nursing Home has wifi internet access for residents. But we don't want to hog bandwidth, and I am unsure if it is possible or even if I can access router for settings, so software that needs tunnelling through, opening ports is unlikely to be an option for us unfortunately.

Therefore, I would like to know if there is any remote software that would permit remote users (family members) to log into a tablet and be able to open a web page for bbc news for example (or youtube) whilst remaining secure (needing at least a login; password, username, etc), as well as not needing to physically log in a specific user prior on the tablet (I know this is crap security, but since updates may occur that restart the tablet or accidental shutdowns, we need ways to log in the tablet again remotely after a restart or reboot in case no family member is able to physically be there to reactivate it.) Preferable if they will be able to see the desktop as we are controlling it remotely. Like a shared whiteboard?

Anyone know if there is anything like this, alternatives or something close to this that we can pursue?

TeamViewer might do what you are looking for. Similar programs are splashtop and logmein, but I think they charge.
