Remove $RECYCLE.BIN from external usb drive

I set recycle bin properties so things won't be sent to it on the external drive but windows 7 keeps putting the folder back every time i remove it, i don't want a $RECYCLE.BIN folder to exist at all, how do i stop this behaviour?
 
Don't know if serious, it's hidden by default, there's a reason i don't want it, why not help instead of making a stupid comment?

USB flash drives don't have one, i just want this usb hard drive to be the same way, the folder is visible under other operating systems and media devices.
 
Would like to know this too. Annoying it appearing on my media player folder list when I plug in my external hard drive.
 
Like i said i tried that and deleted the folder afterwards, after a few seconds it reappears, there must be a way to stop it, i searched but i haven't found much.
 
Right click -> properties on the recycle bin on your desktop and see if the external hard drive is in the list of drives that have a recycle bin (make sure its plugged in first).

I just deleted the same folder on my usb drive and it hasnt came back yet. Is it a usb flash drive or an actual external hard drive?
