I have just created my nephew his own account on my PC and would like to know how do I remove all my programmes I have installed from his start menu please.

You need to move the shortcuts from the All Users profile under c:\ProgramData\Microsoft\Windows\Start Menu to your profile under C:\Users\%username%\AppData\Roaming\Microsoft\Windows\Start Menu
Then, because he'll find them anyway , you need to go to the executables to which the Start Menu items point and set the permissions such that he can't run them. Top tip: go into User Manager and set up a group or two, then assign permissions to the groups. Then you won't have to redo every item when another nephew or niece comes along - you just amend the group.
is their a way to stop him accessing the control panel, or other windows settings but with a way that for instance he can ask me ( im an admin) so i can juts type an admin password in if for some reason he needs to do something i can give him permission
You can set it to apply to individual users. In your case, log in as your nephew, run gpedit.msc, plonk in your password when prompted, and edit the settings you want - likely User Config, Admin Templates, Control Panel.
