My car currently has an under bonnet bleed valve which i want to remove, question is if i remove it will my boost shoot through the roof or go down? ive no idea what the actuator is set to as the bleed valve was on the car when i go it.

As the name implies it bleeds boost pressure to the actuator / ecu.
This is essentially fooling the actuator / ecu and allowing more boost.
Therefore removing it will lower actual boost pressure.

so if i screw it all the way in i will be able to see what my base boost is?

If the valve is fully closed then yes, although you're better off ditching it completely, bleed valves are a terrible way of increasing boost as they offer little to no control on accurately and consistently controlling boost levels
