Removing options from XP "Turn off computer" prompt

Does anyone know whether it is possible to remove options from the "Turn off computer" prompt in XP and if so, how to do it?

In order to stop users entirely shutting down a workstation, I want to remove "Stand By" and "Turn Off", leaving only "Restart" and "Log Off".
