Removing primer

Hi guys, currently in the middle of DIY refurbing my alloy wheels. Im using Nitromoors to remove the old paint BUT im having a little trouble. The Nitromoors is making the old paint bubble and its a doddle to remove, the primer below the paint however is VERY VERY hard and Nitromoors isnt having much, if any effect on this.

Is there anything out there i can use to remove the old primer thats pretty well stuck to my wheels?

Why not just leave it on there?

Because in areas there is bubbling under the primer, ive tried grinding these areas down and filling them but i cant get them perfect. Would rather rip off all the old primer and start fresh.
