i sometimes have the nav links across the top of the page, and then repeated across the very bottom for the user. Would this help with serps as i'll have double the amount of the best keyword internal links on my site or would they not be counted as they'd be the exact same?

Wouldn't say it'd do any harm really - as it aids useability at the very least.

Have seen a lot of sites lately making more use of the footer - E.g. by adding select product or category links in their footer too.

If I had to guess, I'd say the links at the bottom of the page wouldn't make a huge difference as they are usually thr very last thing on your page - unless you used content source ordering.
