Can't speak for rad cooling performance, but I've had an 1800RPM gentle typhoon in my case in various positions.
It started as a case exhaust and was quite noisy (probably because of the pressure, plus it was hard connected with screws and up against a grille) but when I moved it inside the case as a CPU cooler it was very very quiet, so much so that I didn't even bother using any control on it I just left it at 100%.
I use 2 sp120 in push pull on my h55, but at full speed they are very audible but no more than my old corsair case fan and they do a good job, at full load running prime or IBT, temp gets to 73 tops, that's with my current OC @ 4.4ghz.
I've got 8 x 120mm BlackSilent Pro PL2s in my water cooling setup and at their highest speed they are barely audible, but when speed controlled I can almost never hear them. In fact my nearly silent D5 pump is the noisiest thing in the system.
A PWM version of either their Black Silent Pro or E-Loop series would probably be very good?
On my old Corsair hydro h50 I ran a pair of Apache black super silent in push pull and that was pretty quiet, but that was before i found the noiseblockers.
Unfortunately in my experience the facts and figures stated for each fan don't necessarily give you the whole story. Stated CFM and DBA are often measured in different ways so aren't necessarily directly comparable between manufacturers and even when they are, the tone of the noise produced by the fan is often more of an issue than the volume level (i.e. whether its an irritating noise, or one that blends into the background easily).
As others have mentioned, Gentle Typhoons/ SP120's and noiseblockers all have good reputations for decent air volume and noise characteristics when used with RADs.
Interesting. Apparently I've read it's recommended to push the air in (i.e. flow in other direction).
Did you have to manually alter anything or was just a matter of fixing the screws?
The H55 only came with 4 screws for attaching the supplied fan, so I used two of these screws diagonally on each fan to attach them to either side of the radiator, then used two of my own screws to attached the whole thing to my case... the hardest part was finding two extra screws long enough to go through my case and attach to the radiator through the rear fan.
