Replacement part source?

A very common fault unfortunately - having searched Google, the place you've already found are one of the only suppliers. Have you given Canon a ring to see if they can source the part for you - or perhaps one of the better repair centres?

An alternative would be to see if you can find someone with a Lathe who could make one for you. The actual locking wheel wouldn't be too difficult to make, the only awkward bit would be machining the cog in the middle. Perhaps have it made out of some form of nylon - whatever plastic Canon use isn't fit for purpose.
 
Canon are renowned to us shop workers for being bloody awful for supplying parts, in fact only official repair centres can even source parts for Canon cameras, we have the same issue in the shop.

Try giving Lehmans in Stoke a call, they are one of the repair centres we use and might be able to help (but expect a similar quote).
