Replacing ancient heatsink

I have finnaly got round to upgrading my old pc, mainly decreasing the system temps (might have a go at overclocking) that have been concerning me for a while. It is an old Celeron D stock cooler, but what should I use to clean off the thermal paste? should I just wipe it off? I don't know and I REALLY need to find out.

I use a bit of kitchen roll. If you've some alcohol then you can use it too, otherwise dampen the paper very lightly.
