Reporting Uninsured, Un-Taxed and Un-MOT'd Vehicles

Who is responsible for dealing with these vehicles ?
There are two vehicles parked at the rear of my house that have non of the above. I know who one of the vehicles belongs to (only by sight but not where they live) but the other literally appeared overnight. I have reported the "known vehicle" 3 times to DVLA and nothing has been done. The "unknown" vehicle i reported to the police (101)as the DLVA website says "Call the police’s non-emergency number to report a car, van, motorcycle or other vehicle that doesn’t have an MOT."
The operator refused to deal with it and claimed i had to contact DVLA as the the vehicle being untaxed is more important. I even told him it was showing as no insurance but and it had cleary been driven with no tax, mot or insurance. Still he was not interested.

I have even reported it to my local council as an abandoned car, i know it has only been there for just over 48hrs but past experience tells me this will be driven in its current state or it is actually abandoned. Where these cars are parked is a garage area which serves several estates.

So, who is responsible for dealing with vehicles like this ?
 
Surprised no one is interested, my mate left his sorn car in his designated parking space and was fined within a few weeks of it being there (space I guess is classed as public) as one or some of his neighbours didn't like an old Astra being left there. (can't say I blame them:p)
 
I know it's illegal to park the cars where they are as i have a garage there and left my car which was untaxed and no Mot but insured parked up. I thought that it was classed as a private parking area. I returned home after work to find two Police Officers looking at my car. When i asked what the problem was he said it was un-taxed (when tax discs were in windows) and i would be fined. When i said i thought this was a private area he simply pointed at the road then at the kerb and said your parked on a road. A fine followed shortly after from DVLA.
Bearing in mind i have reported the "known car" 3 times to DVLA in as many months and it is still there.
There is no malice here but in the past cars have be dumped and vandalized. I reported one such car to the police to be told " its not a priority", i replied " you're right but when it gets vandalized and set alight it will be". Two days later it was broken into and gutted.
It seems no one it really bothered
 
Nah not blocking anything. Just parked up. As i say one car has been there for months, the other appeared overnight
 
Police don't seem interesting in much these days.

Unless it's picked up by an automated camera or it's a twitter troll, nothing gets done.
 
My Local Council have been out this morning and stuck a notice on the car. Hopedully (although i doubt it) will propt the owner to make it either road legal or scrap it. Failing that i know the Council will have it removed
