Reserving drive letter in win 8.1 for usb dvd writer

I am trying to stop other usb devices using letter E accept for the dvd writer, but its not working, can someone help me out?

Im using "USBDLM" to try todo this, but everything I try my usb sticks keeps using E drive? This was my last attempt at editing the usbdlm.ini file.......

The way I'd do it is:
Control Panel -> Admin Tools -> Computer Management > Storage -> Disk Management.

Right click on the drives/disks and select Change Drive Letter and Path and go from there.

There's probably a short cut to get the the above.
If you're using Win 10, right click on the Start button and select Disk Management, for example.
 
Using disk management, you should reserve a letter high towards the end of the alphabet that would never get used by default. Then windows will remember it every time you connect the device.
