Resizing an image in PS but retain quality and proportions!

Hi,

I breifly asked this in another thread.

Say I have an image thats 800x600 (etc). How can I knock it down to sig size (400x75) whilst retaining most of the quality and proportions of the image in PS.

Would it be free transform or something? Just that the quality seems to drop off significantly when I do this!
 
Create a new document that's 400x75.

Drag the edges out so you get a lot of gray area around the document so you can see the boundaries of your pasted image.

Paste your image into it.

Edit | Transform | Scale.

Hold down the shift key while you drag your corners to maintain aspect ratio.

Before you accept it (enter key or green check mark), it will look pixelated. But as soon as you accept it PS will clean it up quite well.
