resizing pics easiest program needed

Hi, im lookin for a program to resize photos and to then put onto a digital photoframe.

need to be able to tell program to resize in cm or inch
not pixel or %

photos and documents will be going onto digital frame to then sit on my counter top at work to display adverts and bike photos.

documents should be easy as when making doc jsut tell it what custome size page is.

looks simple enough....only 1 problem, i just checked my bag and realise ive left the frame at work !!! so i will check it out tomo.
