Restore Network Connections at startup

I've been sorting out my brother's "Studio" and he's got about 6 computers networked together, each with network storage assigned to drive letters, but when they all start up, they display the welcome screen for ages (atleast 30secs).

Hitting ALT+Tab shows that there are two processes running: "Windows Loon" and "Restore Network Connections". Hitting Enter imediately ends the wait.

I think the problem is caused by the unavailable network drives, and google has so far failed to find a working solution. Apparently similar problems are caused by making the storage available offline, but I can't find any options about that, and I have no desire for the drives to be available offline.

Any ideas to fix this problem?
Thanks,
Matt
