i have 3 accounts on my windows home computer they are locked down with micrsofts shared tool kit is there any software pref free that allows and disallows accses to certain programme
 
use policy editor

(start >> run >> gpedit.msc )

then go to :

User Configuration, then Administrative Templates, and then expand System

find in the list at the bottom "Don't run specified Windows applications"

add the program you dont want the users to run in there.

when typed into cmd i get and error and if thried serveral times
 
damn missed the XP Home bit

in short

you cant restrict access to programmes in XP Home. Its not the sort of thing home computers usually want so wasnt included.
