Restrict bandwidth per PC on a network?

Is there anything I can do to restrict the amount of bandwidth available per PC on the network?

I notice if one PC is utilizing all bandwidth available through the internet connection, the others internet browsing lags. Perhaps a good piece of software somewhere? A router may be able to do this, but this is last resort.
 
I am using a 2wire 1250. Getting the Speedtouch 780 WL with a new ISP. I dont think the 2wire has these features. Does the Speedtouch? I would prefer application specific control per pc though...
 
If you want software to go on each PC there is a program called net limiter that will do the job, you can download a 28 day trial but after that there is a cost per machine for a license which comes down the more machines you want to use it on.
