Restrict Downloads

IS there a way i can restrict downloads on my PC for certain users.

e.g. i want to restrict it so one user can't download at all either through msn messenger and internet explorer.

IS there an editable reg key or something that will help. Thanks,

to disable it in ie only its

tools- internet options-sercurity- custom levels in there

or there is a software ill find it
