guys,

2K3 DC and vista clients all have IE7.

I've found numerous articles that suggest creating a GPO and putting a 0.0.0.0 proxy and then disabling the connections tab.

Well, I've done this, and whilst you cant make any changes in IE as a user, it still connects to websites.

Is there an IE7 adm template??

TIA

Remember, GPO only applies to IE. Any other method of connection to the net will still get out if it does not take IEs connection info and/or allows manual modification.

Yup, even when you disabled IE this way with GP, you used to be able to get around it by accessing websites via explorer (this was a few years ago mind)
