Restricting program access in Vista Ultimate?

Hi,
I have created 4 user accounts on my PC, I want to restrict access to certain software that I have installed on two of the accounts. If I install the app on account 1 admin account, all the accounts have access to the software. Can I install it on just that account? I am having a hard time finding the answer on the MS site

You may be able to do this via local security policy, have a look in the MMC snap in
