Returning a graphic card

Excuse my bad english, I’m french ...

My brother ordered a graphic card 1 hour without my permission ... I can’t cancel it because the status is « dispatched » (wow only 1 hour after ?)

How can i do to have a refund ? Can I return the graphic card when I will receive it (not open) and have a refund ?

In France the number is very expensive ...

I sent e-mail to overclockers and paypal (he paid with paypal) but no response and I received a mail « your order has been dispatched » only 1 hour after the order so I couldn’t do anything ...
