Returning an Original Iphone

So I found an original iPhone on my driveway yesterday and I want to get it to the original owners. I live in quite a touristy area so it could have come from anywhere in the country.

The phone is locked and afaik there is no way of getting around that lock screen.

I have charged it up but I am unable to get any signal to it. I am fairly sure that I should get signal on the device as it is on the same network as another phone in my house that has pretty good signal (BT).
Does this mean that the owners have contacted BT and asked them to deactivate the sim?

I also put the sim in another phone but found there were no contacts stored on the sim itself so no luck there.

Any ideas?
 
Phone the customer service number for whatever network's logo is on the SIM card and read the IMEI off the back case and the ICCID off the SIM to them.
 
BT still offer mobile deals to their business customers. I think it uses Vodafones network for signal.

Will contact BT about the IMEI and the ICCIB that are on the sim tray and sim respectively.
